I have a gar fishing question.?

I fish on a reservoir(boone Lake)and I fish for catfish in a little cove.Well,I started to fish in the middle and gar started to bite like crazy,but I can't hook them no matter what.I use cut up bluegill.I need some tips on how to hook them(I fish on the bottom)Such as what kind of hook to use or am I cutting the pieces of bluegill too big(one bluegill gives 4or5 pieces).Thanks!!!!
