Where does the saying "Ned and the 1st Reader" come from?

Recently saw an interview on Jon Stewart with T. Boone Pickens. Mr Pickens referenced the phrase, "Ned and the 1st Reader." My Mom use to say that and I wondered where it originated from. Anyone ever hear that before? I am sure Mr. Pickens could tell me, if I knew how to get in touch with him!
