How do you start I forgot to remember to Forget?

I stopped the monorail from blowing up i killed ceaser and destroyed cottonwood cove so those are the five points and i talked to manny about the NRC and then boone about his tour of duty and i already talked to him about his wife every time but there is no Option to start the quest is it because i talked to him about bitterspirngs before i got all five points?
