Fallout New Vegas stealth build?

I am already planning on getting the Chinese Stealth armor(once I get the DLC i'll get assassin armor) and the Ratslayer. Should I do melee or gun skill?(yes I have the Ratslayer but it's mostly for the night scope because I hate friend of the night and just incase I can't sneak around a certain type of enemy or I don't dare get close to it). I am most likely going to get better criticals. Silent running and light step for sure. Sneak will be tagged and i'm leaning on Speech and lock pick(but I might change lock pick for something else, like a weapon tag). I like boone as a companion because of his perk but I am probably going to work for myself because I havent yet so after I can't use boone should I go with Lilly or Raul? ED-E will be my other.
